There are several professional organizations dedicated to doing just that,
and there is all kinds of books and software developed to help you.

Assuming you are American, start with the Association for the Advancement of
Cost Engineering International, AACE. They publish "recommended practices"
and unlike PMI, make them available at no cost....

from any of the Commonwealth Nations, then the Royal Institute of Chartered
Surveyors (RICS) http://www.rics.org offers you the same kind of knowledge.

We also offer blended and distance learning mode courses for those who are
serious about a career as project cost estimators.....
