Yes, I have reviewed it (I teach a course which serves as a preparation for this exam) and don't find it to be anything special. There are many other credentials that test for risk management knowledge which are, IMPO, do a better job.
And no, PMI is not a boutique certification organization, it is, IMPO, a 20 million dollar per year, for profit business, conveniently masquerading as a 501(c)(3) not for profit. PMI is in the business of creating certifications and selling them along with the supporting materials necessary to sit for them. First and foremost, a marketing organization, and a damn good one.
I have no problem with this, except that PMI is not being as open or honest as they could or should be in claiming what they really are.
