When does a plan need to be rebaselined (schedule, cost, etc.)? Is it any time an approved change request makes its way through change control and causes a change to what was planned before? Or is it only when there are significant deviations between the way the project is running and what was planned..? Not sure when you would rebaseline and what its purpose is?
