Definitely not true in corporate America. And what about the program that I am working on now where my core team consists of all CEOs, COOs, Presidents and VPs? Who the heck has the authority as a PM to fire them? Even in a midrange level of a project in a large corporation, you do not have the authority to fire personnel. Clearly your projects have been small and consisting of lower level personnel. While it is true that most PMs do not have the authority to terminate the employees, there are other avenues to play out. As a PM, you should have the ability to assess the people on your project when you walk in the door, and fine tune your communication and people skills to turn your project into a well played orchestra. If that doesn't work, as there are truly difficult people who do not respond to anything, there is always escalation, to the point of removing them from the project. Again, depending upon the project/progam, sometimes you are stuck with everyone on the project, and you have to do your best to work around the situation and still deliver.
